You will need to login to a channel before being able to shout. Then, select the 'Shout out!' button in the header. Type in your shout and press 'Let it go'. That is it, you have now posted a shout.
You can also shout via sms, more on that below.
You have two options to post a reply; the first is to select the reply button located to the right of any shout and fill in your reply.
The second is to reply from your phone via sms using @username 'your reply'
Note: this will attach to the last shout the user made, 9 times out of 10 that will be the one you intend, but if they are an avid shouter, this might not always be the case.
The URL shortening tool allows you to send any length of URL via sms in 19 characters.
Not every channel will have SMS capabilities set up, if the channel you are on does not, then you will not be able to send and receive via SMS.
If the channel does have a phone number for SMS, here's what you do:
You can set your status via the website or via sms. To set it via the website, just click on the status link in your profile box and type your current status. If you wish to do this via sms, txt @status 'your status' to the channel number.

At the moment there are only a handful of public channels. Once you have joined one you will now have an ElggVoice. This ElggVoice acts as your global id, letting you join any public channels without needing to register again. So, when you find a channel you like the look off, just sign in using your existing username and password.
Here are some commands and keywords available via sms so far:
@status 'your status' - this will set your current status.
@sleep on - this stops sms notifications being sent to you.
@sleep off - this turns sms notification back on.
@username - this will reply to that users last message.
@location - this will change your current location.
@country - this changes your country and works alongside @location.
